In 1945, Kaiser Insurance opened for public enrollment at the height of the great depression. Dr. Sidney Garfield looked at thousands of men constructing the Los Angeles aqueduct in need of serious healthcare. Dr. Garfield built contractors general hospital. With the economical crisis, Dr Garfield found it nearly impossible to get insurance companies to help with the expenses. To make matters worse, not all of the men had insurance. Dr. Garfield refused to turn a patient away, regardless of the inability to pay. The hospital quickly began exceeding its income. Harold Hatch, an insurance agent suggested that insurance companies pay Dr. Garfield a flat rate, each day, per covered worker. Prepayment was born. This plan became successful. For five cents per day, workers could enroll in this new form of coverage. An additional five cents per day would cover the worker for off the job medical problems. Henry J. Kaiser, of Kaiser Shipyards in Richmond, California called upon Dr. Garfield to provide medical care to his team of 30,000. After the end of the war, the employees of the shipyard industry fell to about 13,000. Dr. Garfield and Henry J. Kaiser were determined to keep the healthcare plan alive, which is today known as, Kaiser Permanente.
