A passport is considered to be a valid identity proof document in India. The passports in India are issued by the Ministry of External Affairs, Govt. of India. This is done upon receiving a complete filled up form an applicant who is an Indian citizen. The following procedure is followed for the issuance of a new passport:

1. An application form has to be collected from the regional passport office or has to be downloaded from the official site.
2. Four additional passport size photograph of the front side of the applicant.
3. If the passport has already expired hen one needs to submit an affidavit or appear in person, if the consular desires so.
4. Two residential proofs.
5. Photocopy of green card or work authorization card.
6. The requisite fee has to be remitted

The procedure for the extension of a short validity passport is as follows:
The validity of a passport that has been issued for a short period or for a period of one year can be extended up to 10 years. This also requires a different application form and two passport sized photograph. The extension of validity is generally dependent on the clearance issued by the original passport issuing authority. No fee except the fees for mailing is required.

There are a lot of application collection centers in Mumbai, where one can submit their applications for issuance, renewal or changes pertaining to their passport.

The delivery of the passport has been expedited with the introduction of the Blue Bullet program. Now the delivery of the passport has become speedy and hassle free. The rules pertaining to the passport issuance has been changed after April 2008.
